Pam Lacey EPA finds greenhouse gases contribute to air pollution that may endanger public health or welfare

On Friday April 17, 2009, after a review ordered in 2007 by the U.S. Supreme Court, EPA issued a proposed finding that “greenhouse gases contribute to air pollution that may endanger public health or welfare.”  EPA is seeking comments during a 60-day review period. For a copy of EPA’s proposal, see http://epa.gov/climatechange/endangerment.html.   EPA asserts that the finding standing alone does not impose any new requirements, and therefore it will not impose a significant economic impact on small business.  I hope that holds true.

However, many analysts believe the finding of endangerment will automatically trigger regulation of greenhouse gases as “regulated pollutants” under the Clean Air Act, and that this could trigger pre-construction permitting for large and small commercial establishments under new source review (NSR) and the related prevention of significant deterioration (PSD) program.  Unless EPA can adjust the statutory thresholds, apartment buildings, office buildings, big box stores and other commercial buildings larger than 100,000 square feet could trip over the threshold for PSD review and related permitting restrictions if they are heated on site by clean, efficient natural gas rather than by electricity generated elsewhere by a coal-fired power plant.  This makes no sense. Rep. John Dingell (D-MI) famously commented that regulation of greenhouse gas emissions under the existing Clean Air Act would create a “glorious mess.”

This EPA action will significantly increase political pressure on Congress to enact legislation promptly to create a coherent national climate change program.  I think that is the better way to go, as long as the legislation relies on energy efficiency programs to obtain carbon reductions from natural gas customers rather than a cap and trade approach. Dan Gibson Nicor: Building a better community, a video from a natural gas utility

A little while ago I sent out a request to a few people though my LinkedIn connections asking if anyone had a good video on natural gas they wanted to share. Well, I hit the jackpot on that one. Annette Martinez with Nicor Gas sent me the video below. I’ve pulled out some highlights  and posted them after the video but I urge you to watch. It’s filled with compelling stories. My takeaway is the reminder that the people that work at the utilities are not only a part of the community…in many cases they are the community.

Some of the highlights from 2008:

  • The Nicor gas sharing program raised $13 million in financial aid helping more than 76,000 customers.
  • Nicor’s employees helped exceed the company’s United Way Campaign goal by raising more than $525,000 in contributions. This type of support of the United Way has been consistent as Nicor has ranked int he top 50 of Chicago corporate United Way donors for the past 17 years.
  • 400 Nicor Volunteers participated in the annual March of Dimes’ walk. Nicor matched employee donations and more than $100,000 was given to help babies be born healthy. That made Nicor the 5th largest donor in Illinois. They were recognized with the Marquis Award. Terri Dusch, an employee of Nicor gas had some great words around the enent. It probably hit very close to home for her as her son Ryan was born 13 weeks early.
  • More than 1000 Nicor employees completed service projects throughout Northern Illinois.
  • Nicor’s green initiatives. They have a pilot program using hybrid vehicles but where Nicor has really excels is their award winning prairies. Nicor has taken some of their properties and converted them back to prairie land providing a great ecosystem that captures carbon out of the air and filters water. The prairies have been recognized by the EPA, Southern Gas association, and Chicago Wilderness for providing valuable environmental and ecological benefits.
  • Safety is one of the core beliefs at AGA. The same holds true for our members. Nicor provided natural gas safety training to 1360 firefighters and participated in 55 Fire Department Open Houses educating thousands of people about natural gas safety.
  • Nicor helped establish Dollars for Scholars Scholarship Foundations that resulted in nearly $3 million in Illinois scholarships.
  • Annette was especially proud of the Adventures in Reading program designed to foster a life-long love of reading among children. More than 76,000 books have been read by young students as a result of the program. She’s sending me a separate video on that so I’ll write more later.

Natural Gas Market Summary – up and down net storage injections and anticipation of summer market conditions by analysts mean that we are in the traditional swing month of April for natural gas consumption and pricing. Strong flowing supply conditions and the potential for more in the form of LNG are clearly dominating the short-term market outlook. At the same time, huge storage surpluses compared to recent years point to a demand profile that would still seem to need an overall economy jolt in order to sense movement from current market conditions.

Lauren Blosse Call Before You Dig: April is National Safe Digging Month

Are you installing a mailbox in your yard?  Planting a tree for Earth Day?  Before you dig, consider that there could be a natural gas pipeline or electric power line buried only a few inches under the surface of your property- easy striking distance even for shallow digging projects.

Customer safety is a top priority for AGA members.  That’s why AGA, the Common Ground Alliance and other partners have designated April 2009 as National Safe Digging Month.  We’re asking you to call 811 before you embark on any digging or excavation near your home or business.

According to call811.com, “Digging without calling can disrupt service to an entire neighborhood, harm you and those around you and potentially result in fines and repair costs.”

Since the creation of 811, there has been roughly a 40 percent reduction in safety incidents.  The program is working- thanks to responsible citizens who have made 811 a necessary first step.  There is no charge for the call.
